In view of the strong snowfall, cold wave and gale weather in Liaoning Province from the 14th to the 15th, the Provincial Meteorological Bureau requires all municipal meteorological bureaus to do a good job in meteorological services: progressively do a good job in decision-making services, implement the requirements of "call response", strengthen communication with emergency, transportation, agriculture, housing construction, energy and other departments, and do a good job in preventing and responding to meteorological protection; release all kinds of meteorological forecast and early warning information to the public through various channels, strengthen audit proofreading and supervision and inspection to ensure that early warning information is released in a timely and accurate manner.

At 8:00 on December 14, all the member units of the emergency meteorological service leading group of the Provincial Meteorological Bureau entered the emergency response state of blizzard, cold wave and gale level IV.
